Dreaming of owning a slice of paradise in the Philippines—perhaps a serene plot in Cebu, or finally realizing that long-held Cebuano dream of a vibrant city dwelling or a peaceful provincial escape? You've found your perfect property, signed the Deed of Absolute Sale, and the keys are almost in your hand. But wait—there's one crucial step left to truly make that dream a tangible reality: registering your land title.
Thanks to the Land Registration Authority's (LRA) computerization program, the journey to securing your property title has been significantly streamlined, aiming for completion in just one visit. Yes, you read that right! While navigating government processes can sometimes feel like a maze, this guide is your personal roadmap to doing just that, ensuring your ownership is legally recognized and protected.

Why is Title Registration So Important?
Think of your land title as the ultimate proof of your ownership, your shield against future complications. Without it, your significant investment isn't fully secure, leaving you vulnerable. Registering the title in your name after purchasing a property isn't just a formality—it's the critical step that safeguards your hard-earned investment for years to come. The process itself is surprisingly straightforward, and with the right preparation, you'll sail through it!
Step-by-Step: Your Path to a Secure Title
Let's break down exactly what you need to do to get that title in your name:
Step 1: Gather Your Documents at the BIR Regional District Office (RDO)
Your first stop is the Bureau of Internal Revenue (BIR) Regional District Office (RDO). This is where you'll assemble all necessary documents. Make sure you have both original and clear photocopies of the following:
Deed of Absolute Sale
Owner's Duplicate Copy of the Transfer Certificate of Title (TCT)
Certified True Copy of the Tax Declaration (for both land and improvements)
For vacant lots, a Sworn Declaration of No Improvement or Certificate of No Improvement.
Tax Identification Numbers (TINs) of both the seller and yourself (the buyer).
Remember, sometimes a Special Power of Attorney (SPA) or a vicinity map might be needed, depending on your specific transaction.
Step 2: Assess and Pay Your Transfer Taxes
A BIR representative will help calculate the Capital Gains Tax (CGT) and Documentary Stamp Tax (DST). It's crucial for the buyer and seller to agree beforehand on who shoulders these taxes.
The CGT is 6% of the property's selling price, zonal value, or fair market value (whichever is highest).
The DST is 1.5% of the same basis.
You'll need to complete three copies each of BIR Form 1706 for CGT and BIR Form 2000 for DST. Once filled out, submit these forms and make your payment at an Authorized Agent Bank (AAB). If there isn't an AAB nearby, your local Treasurer's Office will handle the payment.
Step 3: Obtain Your Certificate Authorizing Registration (CAR)
After paying the taxes, head back to the BIR to file your documents and secure your all-important Certificate Authorizing Registration (CAR). This document proves you've paid the necessary taxes and includes:
The original, BIR-stamped Deed of Absolute Sale.
Your Owner’s Duplicate Copy of the TCT.
The original, stamped BIR Forms 1706 and 2000.
Copies of the Tax Declaration for both the land and any improvements.
Step 4: Pay Transfer Taxes & Get Your Tax Clearance
Next, proceed to the Local Treasurer’s Office to pay the transfer taxes and obtain your tax clearance. Bring with you:
The original and one photocopy of the Deed of Absolute Sale.
A photocopy of the Tax Declaration.
The Official Receipt of Payment of Real Property Tax and Special Education Fund Tax for the current year.
Step 5: Secure Your Brand New Land Title!
This is the moment you've been waiting for! Your final destination is the Registry of Deeds, where you will finally claim the new Transfer Certificate of Title (TCT) under your name. Make sure you have all these essential documents ready:
Deed of Absolute Sale
Transfer Certificate of Title
Certificate Authorizing Registration (CAR)
Tax Clearance
Tax Declaration
All receipts for CGT, DST, Tax Clearance, and the Transfer Fee.
Don't Forget: Update Your Tax Declaration!
Once you have your new TCT, there's one final, crucial step: request a new Tax Declaration from the Local/Municipal or Provincial Assessor’s Office. You'll need:
Your Deed of Absolute Sale
Your new Transfer Certificate of Title
The Transfer Tax Receipt
Your Tax Clearance
